TADAT Secretariat

The TADAT Secretariat comprises a Head, three technical experts, a project analyst, and a division coordinator. Under the guidance of the Steering Committee, and in line with the Program Document, the TADAT Secretariat plans, implements, and monitors the TADAT program. More specifically, the Secretariat’s main responsibilities are to:

  • provide secretariat support to the TADAT SC;
  • propose operational strategies and procedures for SC consideration and endorsement;
  • propose the annual TADAT work plan and budget for consideration and final decision by the SC; undertake the custodial role of the TADAT brand, including the management of the website dedicated to the TADAT tool;
  • provide services and set up processes and procedures that promote and monitor the delivery of high quality assessments, including, for example, through implementing an assessor accreditation process and establishing ex-post quality controls;
  • consult and coordinate with the TADAT partners and other stakeholders as needed;
  • provide (directly or through trusted partners) services related to TADAT activities, such as assessor training; report to the SC, through periodic monitoring reports and special studies, on progress in implementing the annual work plans and budgets, as well as on progress against operational targets; and
  • represent the TADAT externally, in consultation with the SC Chair, as needed.

Modeste Fatoing Mopa

Unit Chief

Mr. Modeste Fatoing Mopa, a Cameroonian national is the Head of the TADAT Secretariat in the Fiscal Affairs Department (FAD) of the IMF since February 6th, 2023. Modeste has a long tax administration experience, including as Director General of the Cameroonian Tax Administration from 2013 to 2023. He also served as an IMF tax administration resident advisor in AFRITAC WEST, where he provided CD to countries in the region between 2010 and 2013.Before joining the IMF as a resident expert, he was Director of Legislation, Litigation, and International Taxation of the Directorate General of Taxation of Cameroon (2006–10). His broader international experience entailed being a cofounder and member of the African Tax Administration Forum (ATAF), serving with a 3-year mandate as President of CREDAF, the Tax Administration Association of the 30 French-speaking countries worldwide, as well as Cameroon’s representative at the CEMAC permanent tax and accounting harmonization commission (2000–10).

Jimena Acedo

Senior Economist

Ms. Jimena Acedo, a Spanish national, is a Senior Economist in the TADAT Secretariat. Prior to joining the IMF, she worked over 14 years in a variety of executive leadership positions at the Spanish Revenue Authority. She holds a Degree in Law, M.Sc. in Organizational Management and a Master's degree in Public Management, Public Policy and Taxation (with specialty in Taxation). She has broad international experience, having participated and led technical assistance missions in Eastern Europe, Latino-America and Africa, on different topics in Tax Administration, including TADAT assessments.

Jimmy Wati

Technical Assistance Advisor

Mr. Jimmy Wati, a Kenyan National is a Technical Assistance Advisor at the TADAT Secretariat. Prior to joining the fund and over the past 15 years, he worked in various leadership positions at the Kenya Revenue Authority including at the Commissioner Generals Office and IT Project Management office where he accumulated a broad range of experience in Tax Administration and Project Management. He has participated in various Technical Assistance missions in Africa and the Caribbean regions including delivery of TADAT Assessments. He holds a Bachelor’s Degree in Information Sciences and currently undertaking a Master’s degree in Business Administration.

 

 

 

 

Jimmy

Sameera Khan

Technical Assistance Advisor

Ms. Sameera Khan is a South African national and a Technical Assistance Advisor in the TADAT Secretariat. She previously led the Country Programmes unit at the African Tax Administration Forum (ATAF), where she spearheaded technical assistance programs for member countries. In this role, she leveraged her extensive experience with African tax authorities to address key challenges and emerging issues in tax administration. With broad regional and international experience, Sameera has led and participated in several technical assistance and TADAT missions across Africa, the Middle East, and Europe. Prior to her tenure at ATAF, she headed the Tax and Customs Compliance Risk & Analysis unit at the South African Revenue Service (SARS). Sameera holds an MBA and an MPhil in Taxation and is currently pursuing a PhD in Taxation.

Mayuriel Perez

Project Analyst

Mayuriel Perez is a Projects Analyst at the TADAT Secretariat. She has 15+ years of experience in international development, international relations, and project management. She holds a Master’s in International Business and Policy from Georgetown University and obtained both a Bachelor’s and a Master’s in Economics back home in Nicaragua. Her career began as a Data Analyst at the Central Bank of Nicaragua. For the past decade, Mayuriel has been based in Washington, D.C. Prior to joining the IMF, she served as an Advisor to the Assistant Secretary General of the Organization of American States and as an Operations Analyst at the Inter-American Development Bank.

Seungyeon Kim

Administrative Coordinator

Ms. Seungyeon Kim, a South Korean national, is the Administrative Coordinator at the TADAT Secretariat. She brings 7 years of experience in international development, project financing, project evaluation, and management. Before joining the IMF, she worked as an Operations and Policy Dialogue Consultant at the Inter-American Development Bank and as an Associate Manager at GDC Consulting, focusing on development projects in the Latin America and the Caribbean region. She holds a Bachelor’s degree in International Economics and Law, and Spanish Language from the Hankuk University of Foreign Studies. She is also currently pursuing a Master’s in Urban Informatics at Northeastern University
